Local grocer offers discounts to EBT card holders for the month of November

Roseburg, Ore., — SNAP benefits may not be provided November 1st for over 40 million Americans due to the Government Shutdown which has dragged on for twenty-nine days now. This leaves many in Douglas County seeking relief.
There are a number of pantries and kitchens throughout the county stepping up to help displaced community members. Local businesses are stepping up as well. The owners of Roseburg’s Grocery outlet have announced they are offering EBT/SNAP recipients a discount during the month of November.
On Tuesday, the owners made the announcement on their Facebook page.
“Hello everyone, this is Steve & Kelly, owners of Roseburg Grocery Outlet. I’m sure you’ve heard the news of the federal shutdown affecting the EBT payouts for November. This is going to put a strain on many of our community members. Steve & I have been brainstorming the last few days on how we could help & we decided, starting on Nov. 1st, we are going to be giving a 10% discount on all groceries to those who have an EBT card through the end of November if the funds do not pay out. We are also working with DHS & FARA to hold food drives at the store on Nov. 4th & 5th. We’ll also keep working with our community partners FISH Food Pantry& Dream Center to keep a steady supply of staples available. While we know we’re not a one stop shop for all, hopefully we can help alleviate some of the burden. Thank you for supporting us at your locally owned & operated Roseburg Grocery Outlet.”
Some users were dismissed from SNAP due to a law the federal government passed in July 2025 that changed the rules for who can and cannot get SNAP. ODHS began sending letters on Oct. 15, 2025 to the first group of people who are losing their benefits or having them reduced due to these new rules.
Oregon Department of Human Services reports that benefits will become available once the government reopens.
